So how does this refundable tax credit really work?

I can't explain the tax code but there is already a health care program in place for the very poor: Medicare and Medicaid. Now, for the "working poor" McCain's plan is to give a $5000 tax credit so you can buy your own health care. I prefer to spend my money where I want to, in the plan of my choice. Vote McCain Palin for more choices.
