Is this the most ridiculous statement about how "Evolution" works?

Decline of big fish is not evolution. As the article says, it is leading to evolution - eventually there will be more smaller fish to reproduce and they will evolve from then. It's true that natural selection doesn't always work in the long run, which is how those species evolve into new ones.
