My fish is spinning!?

This is the whole story. I won a goldfish at the fair, so i decided to buy a couple more at the pet store the next day. I bought 3 more goldfish, a tropical fish, and 3 tiny fish with a "glowing stripe". The goldfish and the tropical are about 2 inches long, and the tiny neon fishes are about 3\4 inch. I also bought a 10 gallon tank with a filter. I set up the tank and put in the fishes. They were fine, they ate, and the 3 tiny ones stuck together. In the morning i notice that one of the tiny ones is spinning near the top, the fishes are kinda gasping, and the tank is foggy. So, the filter had stopped working. By noon, i got it fixed, and the other fishes are fine now. The little one is still twirling around the top of the tank. It drifts down for a couple of seconds then twirls back up. He has no sense of direction and is out of control. He wont stop and doesnt eat(because of his spinning). The water is fine and so are the other fishes. What do i do?
